Getting flow under control

Usually not. Most halls we assess have enough counters and are routing people to the wrong ones. The assessment establishes which of the two problems you actually have, and it is cheaper to answer that question before buying equipment.
Almost always it is a distribution problem, not a headcount one. With no ticketing system everyone joins the same line for transactions that take wildly different times, and one long case holds up ten short ones. Splitting the flows by transaction type usually cuts the wait without adding staff.
